August 7, 2003 STATEMENT BY AN NFL SPOKESPERSON: Frank Garcia of the Arizona Cardinals has been suspended without pay for the team’s first four regular-season games for violating the NFL Policy on Anabolic Steroids and Related Substances. Garcia is eligible to return to the Cardinals’ active roster on Monday, September 29 following the team’s September 28 game against the St. Louis Rams. Garcia may participate in training camp and the Cardinals’ four preseason games. His suspension begins on Sunday, August 31. The Cardinals conclude their preseason schedule against the Minnesota Vikings on August 28.
